The brief
Three certifications, three different buyers
People treat these as alternatives and pick one. They are not alternatives. Corporate procurement, the federal government and state and city agencies are three separate buyers, each of which recognizes a different piece of paper.
ByBlack — free, and the only one that certifies Black-owned specifically
Run by the U.S. Black Chambers. A business at least 51% Black-owned and Black-operated, evidenced with proof of ownership and identity. It costs nothing, and it is the credential behind the corporate partner programs the USBC runs.
NMSDC MBE — the one corporate supplier-diversity desks look for
51% owned and controlled by members of an NMSDC-recognized minority group, and the owner must be a U.S. citizen rather than a permanent resident. Fees run roughly $270 to $1,700 a year scaled to revenue, NMSDC works to a 45-business-day decision, and it renews annually. This is the credential that gets a supplier through the door at large corporations.
SBA 8(a) — federal contracts, and the only one that restricts your competition
51% owned and controlled by people who are socially and economically disadvantaged, with published caps on the qualifying owner's personal net worth, income and total assets. It is free, it runs nine years, and its real value is sole-source authority and set-aside contracts — a smaller field, not just a longer list.
State and city MWBE is a fourth thing again
Every state and most large cities run their own minority and women-owned business program with its own paperwork. None of the three above substitutes for it, and for a business selling locally it is often the one that pays first.
